Pulse SMS is a normal SMS app. The vast majority of devices and mobile plans come with unlimited SMS, so you will not have to worry about this. If the SMS app that came with your phone costs money to send messages, then so will Pulse SMS. The goal of Pulse SMS is to use your personal phone number across all of your devices. It does not create a phone number for you.
